President Dr Mohamed Muizzu has established the Digital Transformation Council.

The Council, established on the advice of the Cabinet, has been mandated to facilitate, guide, and oversee the implementation of the roadmap formulated to realise the “Maldives 2.0 – Digital-First Nation” vision. The Council will be chaired by President Dr Mohamed Muizzu.

An initiative by the President, Maldives 2.0 charts a reformative digital transformation whereby all State institutions work in tandem towards providing prompt, safe, and transparent services to the public. The programme would see revolutionary changes, placing digital transformation at the core of governance and service delivery.

President establishes Digital Transformation Council

President Dr Mohamed Muizzu has today ratified the Maldives Media and Broadcasting Regulation Bill (Act No. 16/2025), bringing the legislation into effect. The bill was passed by the People’s Majlis at its Sixth Special Session, convened on Tuesday, 16 September 2025, outside the ordinary sitting.

The primary objective of the Act is to foster the growth of a free and independent media landscape in the Maldives while safeguarding the continued exercise of press freedom. It further seeks to prevent the spread of false information, ensure the effective realisation of constitutional guarantees through fair and transparent mechanisms, and establish a framework that upholds both the rights and responsibilities of journalists and media professionals.

In addition, the Act introduces streamlined procedures for the registration of media outlets, thereby facilitating implementation and advancing press freedom in line with contemporary global standards. A dedicated regulatory authority will also be established under the Act to oversee both print and broadcast media.

With its enactment, the Maldives Media Council, previously constituted under the Newspapers and Magazines Act (Act No. 47/78) and the Maldives Media Council Act (Act No. 15/2008), shall be dissolved. Similarly, the Maldives Broadcasting Commission, created under the Broadcasting Act (Act No. 16/2010), will be reconstituted as the Maldives Media and Broadcasting Commission.

Until the new Commission is formally established under the provisions of this Act, its powers and functions will be exercised by an interim committee of five members appointed by the Civil Service Commission.

President ratifies Maldives Media and Broadcasting Regulation Bill

President Dr Mohamed Muizzu has ratified the Public Referendum Bill (Law No. 15/2025) today. The bill was passed during the 5th Special Session of the People’s Majlis, held on Monday, 15 September 2025, outside the regular sitting.

The bill establishes the principles and procedures for conducting a public referendum to ascertain public opinion on matters of national significance. It stipulates that the People’s Majlis may resolve to hold a referendum on issues affecting the people, while the President may also call one to determine public sentiment on questions of national importance.

The bill further stipulates that when Parliament passes an amendment to specific Articles of the Constitution, the President must call a referendum before it may be incorporated into the Constitution.

The bill also sets out the responsibilities of those proposing a referendum, the procedures to be followed by the Elections Commission in administering it, and other related provisions.

Following ratification, the Public Referendum Bill has been published in the Government Gazette and has now come into force.

During the visit, President Dr Muizzu delivered a statement at the Summit, condemning the Israeli attack on Qatar as a crime against humanity and an assault on the dignity of the Arab and Islamic world. He reaffirmed the Maldives’ unwavering solidarity with Qatar and the Palestinian people, and called for urgent and coordinated international action to hold Israel accountable for war crimes and to ensure peace and stability in the region.

On the sidelines of the Summit, President Dr Muizzu was granted an audience with His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar and conveyed condolences over the fatalities caused by the recent Israeli attack in Doha, expressed strong solidarity with Qatar and Palestine, and discussed ways to strengthen bilateral relations and cooperation in areas of mutual interest. The Emergency Arab-Islamic Summit convened leaders of the Organisation of Islamic Cooperation (OIC) Member States at a pivotal moment for the Islamic world, serving as a platform to unite their voices in condemning Israel’s actions and urging firm international measures to uphold international law and safeguard the rights of the Palestinian people.

During the audience, President Dr Muizzu conveyed his condolences over the fatalities caused by the recent Israeli attack on Qatar and reaffirmed the Maldives’ strong solidarity with the Government and people of Qatar. He condemned the violation of Qatar’s sovereignty and expressed full support for its efforts to uphold regional peace and stability.

President Dr Muizzu commended Qatar’s leadership in convening the Emergency Arab-Islamic Summit and recognised its continued contributions towards mediation efforts and humanitarian support for Palestine.

Addressing the Emergency Arab-Islamic Summit in Doha today, President Dr Muizzu called the assault a crime against humanity and a direct attack on peace itself. He stressed that Qatar, a central mediator for peace in Gaza, deserves recognition rather than punishment, and warned that by striking Doha, Israel seeks to undermine peace efforts and destabilise the region.

The President framed the aggression as part of a wider pattern of Israeli violations, including the occupation of Palestinian lands, denial of humanitarian access, and the targeting of civilians, doctors, and journalists. He condemned the double standards that shield Israel from accountability, insisting that international law must be applied equally to all nations.

His Excellency President Dr Mohamed Muizzu has returned to Malé after completing his official visit to the People’s Republic of China, undertaken at the invitation of His Excellency President Xi Jinping.

During the visit, the President attended the Shanghai Cooperation Organization (SCO) Summit, where he joined other Heads of State and Government for high-level discussions at the "SCO Plus" meeting.

He also held a productive meeting with President Xi Jinping, in which both leaders reaffirmed their commitment to deepening cooperation and advancing mutual interests.

On the sidelines of the summit, President Dr Muizzu engaged in bilateral meetings with other world leaders to enhance diplomatic ties and explore opportunities for collaboration.

Furthermore, key agreements and Memoranda of Understanding were signed between the Maldives and China across priority sectors, aimed at accelerating national development goals.

The President also attended the Commemoration of the 80th Anniversary of the Victory of the Chinese People in the Second World War, held alongside other global leaders.
